THE INSIDER ADVANTAGE
He Built a Security Company. Developed a Government-Grade Assessment Tool. Now He Works for You
Before Montague Hall founded Blue Star Security & Training, he spent over a decade on the other side of the table. From 2010 to 2023, he owned and operated a successful security contracting company — managing contracts, supervising officers, building post orders, and navigating the same RFPs that land in your inbox. In 2023, he sold that company to a large national security firm. He knows how security companies calculate their margins, where training gets cut when budgets get tight, and how "fully compliant" looks on paper versus what it looks like at 2 a.m. when no supervisor is watching.
But the contracting background is only part of the story.
The Tier One Security Assessment wasn't built for the commercial market. It was developed through Montague's work in law enforcement and government security operations — a structured, field-tested methodology for evaluating security programs the way agencies evaluate them, not the way vendors pitch them. For years, that level of assessment wasn't available to private businesses, churches, or property managers. Blue Star changed that. The Tier One Assessment is now available to any organization that needs an honest picture of where their security program actually stands.
What that means in practice: Montague has helped clients build security protocols and procedures from the ground up, identify critical gaps in surveillance coverage and camera placement, evaluate whether existing systems are positioned to actually capture what matters, develop post orders that hold up under real operational conditions, and implement security programs that work on day one — not just on paper. He doesn't hand you a report and walk away. He helps you close the gaps.
His Christian faith is the reason this work gets done the way it does. It grounds him in a standard of honesty that doesn't bend to client expectations or commercial pressure. He has no vendor relationships, no equipment to sell, no staffing company to feed referrals to. When he tells you what he found, it's because you need to hear it — not because it serves another agenda. He answers to something higher than a commission, and that accountability is built into every engagement.
“I developed this assessment methodology through years of government and law enforcement work. It was never meant to be a product — it was meant to find the truth. That's still exactly what it does." — Montague Hall, Founder, Blue Star Security & Training

Why Blue Star?
What Sets Us Apart:
He's Been on Both Sides Montague owned and operated a security contracting company for 13 years before selling it to a national firm in 2023. He's written the contracts, managed the turnover, and made the margin calculations. When he reviews your program, he knows exactly where to look — because he knows where problems get buried.
Faith-Centered. Life-First. Montague's Christian faith isn't a tagline — it's the standard he holds himself to. It means honest assessments even when the findings are uncomfortable. It means a use-of-force philosophy built on de-escalation, sound judgment, and the belief that every life has value. If you want someone accountable to something beyond a contract, this is what that looks like.
A Government-Developed Assessment — Now Available to You The Tier One Assessment wasn't created for the commercial market.
